Quantum computing company QuEra has released a report that predicts that quantum budgets are set to rise by more than 18% in 2025 and identifies the U.S. as the global leader in quantum computing adoption.

The 2025 Quantum Readiness Survey highlights significant momentum in investments and adoption while identifying barriers that must be addressed to unlock the technology’s transformative potential.

It showcases growing confidence in quantum computing, with organizations projecting an average budget increase of 18.3% for 2025. Academic institutions anticipate a 21% rise, while end users expect 13.7%. Geographically, Asia leads in projected usage growth at 27.3%, outpacing Europe and the United States, both forecasting around 16%.

Government investments remain a focal point, with nearly half of respondents advocating for significant increases. Asia and North America show the strongest support for enhanced public funding, while Europe emphasizes private-sector contributions.

Neutral atoms are identified as the most promising quantum modality for scalable applications, followed by superconducting qubits. Regional preferences vary, with superconducting qubits gaining traction in Asia, while neutral atoms dominate in Europe and North America.

Despite the optimism, adoption hurdles persist. The high cost of implementation, lack of skilled workforce and unclear business value emerged as the top barriers. Academic respondents also flagged the immaturity of quantum algorithms as a concern. These findings underline the need for targeted initiatives, including talent development and cost-reduction strategies, to accelerate readiness.

The U.S. is perceived as the global leader in quantum computing, bolstered by strong investments across government, academia and private sectors. European respondents highlight private-sector advancements, while Asia prioritizes government-driven initiatives. However, confidence levels vary, with U.S. respondents expressing the most optimism about their country’s positioning.

The report underscores the importance of collaboration across sectors and regions to address adoption barriers and maximize quantum computing’s potential. As the industry matures, stakeholders are called to align strategies, foster innovation and drive ethical development to tackle global challenges such as sustainability and healthcare.
